engine getting warm on a cool day

As I'm driving the temp is at 220

and then at a light it goes to 235

then when I get up to speed it cools back to 217 deg . I've remove the Radiator cover and ensure there no blockage or trash in it.
could it be the thermostat ?

I've check the fluild level and its good . I can't figured it out .

When was the last time you replaced your fluid? Mine did that when two of my tubes where partially blocked.

clean your radatior is it cloged with leaves or ? who knows 1st place to check and check and clean often

Sounds normal to me, check this out, the fan set temperatures are a lot higher than most people think:

Corvette Cooling Fans Operation

The low speed cooling fan is commanded on when the coolant temperature reaches 108°C (226°F). It is turned off if the coolant temperature lowers to 104°C (219°F). The high speed cooling fan is commanded on when the coolant temperature reaches 113°C (235°F). It is turned off if the coolant temperature lowers to 108°C (226°F). When the A/C is on and the coolant temperature reaches 85°C (185°F), the low speed cooling fan will be turned on at vehicle speeds less than 56 kPh (35 mph).

Try turning on your Air Conditioner while stopped and see if your temperature goes down.
