I haven't had to use this idea yet, but a cover with some wide double-sided tape would probably make them not wanting to ever come back for seconds. No harm to the cat and possibly the first time is the last time.
Here's two ideas. First, you could educate your neighbor that any veternarian would tell them that cats should not be allowed to roam outside. There are too many diseases that cats can catch being outside, such as leukemia, FIV (feline aids), rabies, etc. If that doesn't work, here's an idea that we've used to train our cat not to jump up where she doesn't belong. After putting on your cover, lay strips of aluminum foil on top surfaces. You might have to tape it down. It won't take long for you not to have to do this any longer. Cats hate walking on the foil. Within a short time they will not find it appealing to jump on your car anymore. It works! They have a good memory for things they don't like.
This is an old subject with me. At least by California state law , cats are free spirits and do not have owners. That's why cats do not have to be registered like dogs( believe me and my lawyer vs my old neighbor w/her 23 cats)!
If a cat is in your yard , you can do most anything BUT kill them. Get ( buy or rent from animal shelter) a humane animal trap. Bait it with tuna or something smelly. Place it by your car. Take the car to the river.............. no, another county or the animal shelter and dump it off. That is the legal way.
I got a lot of the neighbor's cats and also a skunk. Anyway it works and saves car covers too.

I think the water hose would work. I have a cat that used to jump up on my counters now if he ever does i spray him with a spray bottle and when he jumps down i sic my doberman on him. I dont see him on those counters alot, but when I'm not home thats a different story.
Animal control is a good idea just dont hurt the cat it doesn't know any better.

No, no . I've tried motion lights, water bottles parked around the car, bells taped to the car cover, electric wire wrapped around the car connected to a 6V battery and Model A coil. Nothing worked as well as trapping them and removing them...... permanently.
it may be a bad suggestion, but i had this happen when i had my 350Z, f*cker would get up on the hatch and camp out. one night i waited and once again he got on my car. he had no fear of cars or me as it was a "domesticated" cat... problem is, i had told my neighbor time and time again about this problem and they did nothing. so like i said, i camped out and waited on a weekend night, with my paintball gun and a full hopper of paint. walked up to the cat. it looked at me, i looked at it. i took aim at point blank range and proceeded to coat the ****er. havent seen him since my neighbor did ask me if i had seen the cat and i told her no.
Sounds perfectly fine to me. I'm guessing the cat scratched your car trying to get the fek out of there after he was shot. I hope your neighbor wasn't looking out the window when he cleaning the paint off of his cat. He might have seen you washing the same paint off of your car.
Make some loops of duct tape with the sticky on the outside. Try a few strips of duct tapes also. Place these on the areas where the cat gets on your car after you put the cover on. The cat will get tape on its feet or fur and will get off your car. A water gun/spray bottle is effective also.
