GM didn't seal the hood at the end just on the side's. If you go to an aftermarket intake like the blackwing water can run down the hood getting it wet. Wet air cleaner = not good.
As far as performance it don't do anything but add 10 hp.
Mid-America sells them. I bought one while at the Funfest in September. It is sitting here next to the computer as a reminder that it hasn't been installed. Installation is one of those "peel off the backing and stick it into place" operations. Removal would be a bigger pain.

That's funny. I bought one seven years ago when I upgraded from the C4. I installed it this past wednesday after modding the airbox cover!
Just installed mine today. I bought it from Southern Car Parts. It was a breeze to install and appears to be a quality piece. Functionally for keeping engine bay clean and dry.

If it's like mine was, you will discover that removal is very easy. As a matter of fact, it "self-removed". I ended up using 3M double sided tape to secure it. No problems since. As mentioned earlier, it's good for keeping water off a Blackwing. That's why I have one.

It's the same gasket used on the deck lid of the coupe. One drawback is if you have a bra the gasket is in the way. My engine compartment still gets sandy and I have a Vararam so I get no benefit. Waste of $10. (or more) in my opinion.

Probably doesn't cost any HP, if you have CAI. I'd be interested in seeing your dyno results that document a scientific experiment that shows the hood seal results in a 5 hp loss, as you claim.
I doubt it makes any measurable difference either way on air temp or HP. It will keep out dust and rain water for sure.
If you really want to move some hot engine compartment air, change out the fog lamp surround covers to vented style or drill them out and or put on Z 06 screens.
