You won't find a thread chaser for the large head bolts anywhere except ARP or Kent Moore. I own and have used both the ARP and Kent Moore thread chasers. IMHO, the only way to clean head bolt holes. These are NOT taps.
They are expensive but work very well, here's the ARP part numbers:
912-0001 Clean Out Tap M8 x 1.25
912-0011 Clean Out Tap, LS1 M11 x 2.0

Grind two slots into the old bolt, screw in and out until gunk stops accumulating in the gap, then some carb cleaner and ample compressed air to finish it off.
As others have said, start with compressed air for the majority of the liquid. Then grind down an old head bolt on 2 sides. Run that bolt down into the hole several times until the grime/debris does not appear on the bolt.
Remember to grind down one of EACH size head bolt - the large one and small one. They are free and may help out a friend in the future as well. I still have mine from years ago...
