is this the vaccuum pump, or check valve or where should I look first
It is most likely a check valve ...... there are two codes .... P1415 and P1416 ..... each assigned to one side of the engine.
When you are driving the PCM "tests" the AIR pump by firing it up and watching the O2 sensors to make sure they read lean. If one side doesn't pass, the appropriate DTC is set. If your pump was dead, you'd get both sides failing which sets a P0410 sets .... only one side says it is not the pump.
Try the WD40 "trick" .... if you SEARCH on P1416 and/or P1415 you will find a description of blowing WD40 into the system, followed with compressed air.
