Default RPM Issues

Hello everyone, I'm new here and was wondering if any one had any ideas. I'm working on a 98, with what seems to be a '01 shortblock in it. First of all, is there a good page to find the casting #'s or other identifying marks to figure out exactly what is in here?
The big issue is revving problems. The car is an automatic, when it's at a light, the engine seems to be searching, kind of wanting to stall, and surging +/- 200RPM constantly. When it goes into reverse, it's barely runs at all, wanting to stall out.
I've searched for the RPM issues with the search function, but didn't see any thing that really matched the same symptoms. Any help would be appreciated!!

Finally got something of an inspection done on the car, found several vacuum leaks due to dry rotted rubber, forgotten plugs, and a hole on the intake manifold where a screw through the cowl went down to secure an engine cover, and went right into the intake manifold!!! These are all fixed (intake temporary), but the car is still stumbling. We've removed the PCM fuse to let it relearn the idle, but it's still not right. I did notice the voltage on the TPS not really moving during operation, when it's cold, it pretty much stays at 1.3v, and as it warms up, and several nudges on the gas pedal, it will incrementally lower to .8v or so, but there is no fluctuation at all during normal operation. Basically, the car is stumbling whenever the car is moved from Park to any Gear for a second, in some cases the RPM's will actually drop to 300 before it pics back up, and it seems to be running rough as hell. No codes are being thrown at all. Does this sound familiar at all?
BTW, thanks for the casting #'s. The heads are definitely the the 97-00, but I don't think there is any way to see the block # while the engine is in the car without a camera wire system, lol.
