Had to replace my bcm with a used one... Got thru the anti-theft deal but my car does not have active handling and the bcm I installed apparently does. I believe this is what is giving the max speed 80mph message. Can I satisfy the bcm somehow to get around this?

You most likely dealing with a F-45 Selective Ride problem. Read the DTC in the DIC and see if you have any Real Time Dampening ( RTD ) error DTCs.
If so, the BCM that you have has the F-45 RTD RPO code programmed into it. The only way to access and program a BCM is with the GM TECH II. The F-45 will need to programmed out of the BCM to get rid of that DTC.
