I went to the local bolt shop and they have some of the needed parts, but the clerk said that he needed to know the specifics of this pic.
I've found an id for:
M16-2 threaded rod 300mm (length??)
M16-2 nuts (4)
M16 fender washer (He questioned why fender washers. Diameter
is to small for the rod.)
Black clamp(?)
He had washers that were the right diameter, but not very wide.

Are you trying to make a damper installation tool??? If you are,,,just hack the head off the old crank damper bolt and have that metric piece welded on to some standard all thread. That way you dont need to spend all that money and time on metric crap. It will cost you half as much and half the time.
Thats what I did and it worked fantastic!!
If your looking for a replacement damper bolt, you either have the choice of GM part or ARP part. I choice ARP and Im very glad that I did.
