From the beginning: The pass side window on my 2000 Vert would not go down. I researched this problem on the Forum and in the process of troubleshooting I wore the battery down (door open, int lights on). I started the car to charge the battery and continue troubleshooting and when I shut the car off the relays in the passenger footwell began chattering. This lasted maybe 20 to 30 seconds then stopped. I charged the battery overnight and now have NO COMM from all the modules reporting to the DIC.
The post by ersatz928 is a great troubleshooting guide which I have begun to follow. All the mentioned fuses #9 #13 #23 & #25 are good. I went to the Grey Star connectors next and see no jumper wire between the 2 connectors. Actually I'm not sure where this "jumper wire" should be located. Is it within the harness or just between the 2 blocks? Any particular color?
I will go buy a DVM tomorrow and continue following the guide but was not sure about the jumper wire.
By the way, holding the window down button and banging the door at the motor got the window working again.
I took my older Vette to work today and came out at the end of the day to find it gone. Good news is it wasn't stolen, bad news is $300 + for impound and PD fees. Seems the city I work in doesn't care if the new tags haven't arrived yet.

I'll take the simple view of the first issue, sure sounds like your battery was dead or dying. If there isn't a minimum of 12.5 volts or so on the battery at a non-running static condition, its not going to run. So I was thinking your battery is done or your battery connections are loose, dirty or whatever, possibly at the starter connection as well. The window issue, you fixed yourself, cool.
As for the city towing your other Corvette for old tags, shame on them. They could have left a ticket for you or something other than towing it and whatever possible damage resulted from that. Bill Curlee might be the person to ask for the no-start condition and he may suggest looking into the ignition switch as it too can cause a serious issue like yours.
If the "percussion" technique worked chances are you have a bad relay. take a look at Bakersfield's outstanding post on how to fix a door lock module. Its a DIY fix and you'll probably need it in the not too distant future.
If the battery is the OEM I'd say it may be time to pension it off and get a replacement. The old batteries were badly designed and its possible to damage the terminal when you tighten the leads. Not worth the risk of a leak IMHO. $$ well spent.
Thanks for the replies and sympathy. Once I got the DMV situation resolved and the car out of hoc I started the troubleshhoting process. Forum input plus my new DVM in hand I eliminated possible causes back to the Rt door Module. Even though the window was still working the module was dragging the data buss down so no modules could communicate. I replaced the rt door module as I couldn't find a p/n for the relay in any of the posts, I guess it's a strange 8 legged beast.
Window works, C5 works, Comm works & C4 is back in the garage. All is once again, fine.
