I bought a C5 and the battery was shot, So i assumned it was the battery. When I jumped the car and had a charger on they went up and down....ONCE.
I took it to Chevrolet and they tell me its the Multi Function switch. My fogs work. Well Chevy wants $800.00 which is insane. Does this sound like the problem? I can buy the swithc aftermarket for $188.00 and instal it myself.
I had a battery that was going bad. Could charge it and they would work once the charge started to diminish the headlights would not pop up. Batteries go quickly on these cars. I would first make sure the battery is good/new then see what happens after that.
I agree on insuring the battery is up too full power first. If you get to that point and they still don't work, then the headlamp switch can be replaced. Its easy to do yourself and you don't need to remove the steering wheel to do it.
