It could be an indicator like Prussian Blue - except black - left behind after porting or it could be areas untouched by the CNC bit.
BTW: Curious, who did those heads?

Mine are ported 799's from PRC and have the same exact look.

It looks like they were overported and actually broke into the water jacket, the black stuff would be filler.

Could either be die or could be epoxy from filling a hole or low spot. Or just bare head like Charlie said.

Internet guess work is sometimes fun, but could be way off base from what the photo is really about. My guess, this could have been a sacrificial head used on a flow bench testing to develop the CNC paths. Not something I would want on my daily driver.

This is it. My TEA heads had a tad of this. Nothing to worry about.
