Thanks for all the help! I bought this 1999 vette off of ebay and of course there are a bunch of little things going wrong. So far Ive got $2000 in the car with no results from the dealer ship. One of the problems with the car is the head lights will not raise up. Any key things i should look at before i bring it back to the dealer?

Is the headlight motor even turning, i.e. can you hear it moving. Otherwise, check the fuse.
I manually flipped my headlights and turned them on and my lights still do not come on. When i push forward to turn my brights on that does not work either if i pull back to turn on my brights they come on. it does not sound like the head light motor is working and does anyone know what # fuse it would be? my fuse cover is worn out. Any ideas?

Theres a VERY COMMON C5 issue that you need to consider. After checking ALL the common things. (fuses and electrical connectors pluged in properly) the steering column MULTIFUNCTION switch is a common issue that can cause this issue.
Theres a comprehensive post in the archive that deatils how to repair this switch for FREE! Do a search and find this post and save a fist load of cash.
Notice that one of the pics shows a contact in the switch for the Headlamps UP function. Something has to tell the controller that you want to raise the headlamps. That signal comes from the contacts in the switch.
Before you start tearing into it, try activating the Twilight function using the Configuration Menu on the Driver Information Center (DIC). If the headlamps pop up and turn on automatically when it's dark outside, you've confirmed that the switch is bad because they wouldn't pop up in the Twilight mode up if the controller was bad. If they don't work in the Twilight mode either, then I'd go for the controller.

So the lights did go DOWN when you powered up and turned off the lights? They moved with power?
Wait a minute... Is this a daytime Corvette? That may explain a few things... And maybe a left handed one???
