when I turn on my running lights, my headlamps rise. when i turn off lights, left headlamp motor continues to run for 5 seconds. What is wrong? I think it could be actuator motor, but would that make lights to pop up on parking light setting

it doesn't really make any sense, but this is a symptom of the headlight gears starting to go bad. I used to have the same exact problem. there are many threads about the issue and solution, replace your headlight gears with the aftermarket brass ones and the problem will be solved.
for what its worth in my case for some reason my car kept doing this after I replaced the gears. it baffled everyone here for a few weeks as no one had seen it continue after fixing it. the problem mysteriously went away on its own after less than a month after gear replacement, its been perfect ever since.
I just made a post about my lights flipping up on the first turn of the switch. As mcgilles said, it seems to be a gear problem. solution is to order the brass gear set and fix it properly.
If the motor is running on your gears are stripped and the other symptoms are fairly common once that happens.
Fit the brass gears and you'll be good to go.
The problem 00Rooster posted didn't mention any motor run on. If the lights just act weird without the rattling noise of a stripped gear, it can also be the gears but the headlight switch can also be the problem.
