It seems to be when car is first warming up and while I first start driving.
The car has had 3 owners before me and it maybe aftermarket but it is very loud in behind my head at first.
I can still hear it after it is warmed up.

Looking at your profile do you have a C6??? Might want to ask in the C6 section rather then the C5 area.
I think the answer to your question is that no fuel pump should be so loud that you notice it everytime you get in the car.
It should be more like a low hum than a loud whine.
Mine starting making a loud hum/hissing noise right before it went out. The noise is usually a sign of the pump working too hard. If you haven't already, try changing out the fuel filter first and see if that helps.
After that, put a fuel pressure gauge on it and do some test at idle, part throttle and WOT
Depends on what year your car is.
If you have a late 2003 or 2004 model, the fuel pump is in the left tank and non-serviceable.
Early and pre-2003, it is on the left frame rail behind the wheel.
I know the exact sound you are talking about. Mine isn't noticeable all the time but I do notice it often. I really notice it when I'm driving really hard through the mountains. I remember going up loveland pass last summer and hearing it sound like a turbo. It is somewhat bothersome but everything I have read said that it is fairly normal.
