Trickflow has created a 220 head that was designed with the porting that was accomplished on there CNC 215 heads. It is a ported head without the polishing. HP figures are 40-60hp over stock heads.
The TFS "as cast" heads are fully CNC'd in the chambers, just have a rough cast runner. Ron at Vengence says there is an 8-10 hp diff between these and the CNC 215's.. also they are 700 bucks less.

so just almost the same but not polished in the runner? Couldn't it just be polished then?

They could be...but you'll probably hurt more than help. No one polishes the runners.
Look at any GOOD cnc'd head, and note the tool marks and surface roughness in the runners...they are purposely left there for a reason.
That desired surface finish (roughness) can easily be achieved in casting, but it's only advantageous IF you can nail the port dimensions right in the casting process. (As opposed to others, who purposely cast heads with extra material added, only to machine out to the finished dimensions).
So it's not that one is finished, and the other isn't...it's two different methods of achieving the finished product.
That is why "as cast" are so much cheaper, it eliminates a lot of machine time and labor to manufacture the finished product.
