Help with Headlight woh's

I have a 1998 C5 Corvette (convertible, 6 speed, stock 85k miles). These days the headlights don't seem to want to open properly all of the time. Often times I will turn the headlights on and nothing will happen. They may take anywhere from 30 seconds to 20 minutes to pop-up. They always close properly. They never seem to get hung up or stop halfway. Both sides perform exactly the same at the same time. Sometime I will open the hood and manually turn the lifting *****. Sometimes when I do this, the low beams will not come on, the high beams will only come on when I manually hold the "flash" stalk-turn signal. After a few minutes they usually will work properly again and close properly when turned off. They don't seem to be binding physically and I've disassembled/reassembled the mechanics looking for a physical problem. The problem seems to be electrical. What is my next step?
