Rear brakes surging??????

Rear brakes surging??????
I don't know how to explain perfectly. We were coming down a mountain at a little over a buck when leo popped out of nowhere. So agrresive braking was needed. After that when brakes are appliled the rear are jerking a little but it doesn't do it all the time. Checked the pads and they are fine. Wanted some info or thoughts on what it is before i tear into the rear. Thanks Adam

No just down to the speed limit. What gets me is it is only does this about 50% of the time other time the brakes feel fine.

Check the rotors for burnt marks, cracks, or deposits. If they look good, use a dial indicator and check for lateral run-out to see if they are warped.
