First, did you insure the pellet in the key you bought is the correct one? If you aren't sure, use a DVM and measure the resistance of both. They should be within a couple of ohms of each other. If they are the same, then the contacts at the edge of the ignition switch are done and need to be replaced. I think its available seperately from the ignition but don't hold me to that.

The code just says there is an open or short in the PassKey theft deterrent circuit. How did you break the key? Was it in the lock cylinder when it was broken off? You don't need a CLB as that will not solve this issue. Since you can get the car to start by jiggling either key you have the correct pellet on the new key. Your problem is in the cylinder or the cylinder wiring harness connector. Either the contacts are dirty or worn. If the key was in the cylinder when it was broken maybe something happened to the contacts at the same time. You can get some contact cleaner that is safe for use on plastic parts and use it to clean the key and then squirt it into the cylinder and move the key in and out to help clean the contacts. Also pull the wiring harness off the lock cylinder and check for any loose connections or corrosion in the contacts. If that doesn't solve the problem you are probably looking at a new cylinder.
