That is the entire HVAC module and I would say yes, as long as both cars are RPO code C60 cars or both cars are RPO CJ2 cars. The C60 cars and the CJ2 cars cannot be interchanged.
If you're trying to do this to change from auto to manual unit, remember that the BCM may have a role to play and need reprogramming to reflect the correct RPO code of the car, especially on the CJ2 (auto) cars, not to mention the wiring harness differences, etc.

The unit above that Bullet Proof posted is the one I have for sale. I have the damper air hoses and control circuits. I took them off and mounted them in my '99 frc in hopes to change it to a digital climate control system. I decided to leave it a manual system because of the problems with the dual climate control system and because the whole wiring harness would have needed to have been changed out. With that said, both units looked identical other than one having a control circuit. I just left the control circuit with hoses mounted under the dash, just in case I decide later on to do the swap,lol. On a manual system, the air hoses come from the back of the AC headunit. The dual climate control has a separate air control circuit.
