A full 3 inch system will net about 10rwhp over a 2.5inch exhaust system. EX: LG Pro LTs & X pipe (3inch system) w/B&B Bullets vs LG Streets & Xpipe (2.5inch system) w/B&B Bullets.

The problem with manufacturers and people saying things like this, is you have to have a certain setup and parts list to gain that amount of power.

Without these cetain parts you wont get the power level they are advertising.

Your queston depends on ones motor setup and how radical it is. If its a stock engine I doubt you will see that type of HP increase.

Not sure on the absolute number, but the larger cats will help. I just picked up a set of LG Pros and am hoping for 10 hp over my current setup with the smaller pipes.

The only experience I can give you is on my forged 402. Going from lg 1 3/4 to ARH 1 7/8 I gained 16.52 rwhp and 7.xx rwtq. Not too shabby IMO.

Larger diameter is not always better. Look at the size of a fire hose. They are smaller, not bigger. It seems to me that if a larger hose flowed more water, they would be using them.

You've got it half correct. Its not just about diameter, its about pressure. Take a solid roller 12.5 to 1 compression 346 motor and 1 7/8 isn't so bad of an idea. Standard h/c 346's thats another story and most benefit from the 1 3/4 diameter and only those looking for every PEAK hp available need the 1 7/8. In my case the results on the a-b comparison for my 402 speak for themselves. More cubes equal more pressure, and therefore do benefit from a larger primary. Again though, most 346's don't need a 1 7/8 but that hasn't stopped many people from running them anyways. You just lose a little bit down low in some cases but then again I'm sure there are plenty of examples of mild h/c 346 with contrary results.
