Your measurements don't make sense. Are those values in inches or mm? Typical pre-load values for hydraulic lifters can range anywhere from .040" - .120".
The lower the amount of pre-load is, the greater the propensity for lifter leak down overnight. The amount of lifter pre-load should be about 50% of the lifter plunger travel.
Two recommendations. First, consider a larger diameter pushrod. If 3/8" will fit, use it. Second, if you get custom pushrods from Manton you can order any length you want and obtain any preload you want as a result.
What they are referring to is that the lifter internals from zero movement of the pushrod cup to maximum travel (bottoming) is on the order of 0.145" (approximately from memory). Your measured preloads exceed the maximum travel of the lifter internal capability by a large margin. Can you describe how you measured and the tool being used?
