Im having problems with my lights and I want to clean the grounds. In this picture I have circled in red what I think is a ground block.
What is the correct way to open this? Im afraid im going to break it.

You are not specific as to which "lights" you are having trouble with. If you are having a grounding issue with your marker, signal, park lights, you should start at SP102.
The yellow thing is the top of the bolt which holds the front cradle to the frame. Look further down the frame towards the firewall, and you'll see his brother.

I have a intermittent problem with both headlights not going up, fog lights not working checked relay, fuse and switch. The left turn signal also sometimes blinks real fast like a bulb is out.
There are TWO small catches (one on each side). Shove a small tweaker flat blade screw driver under each catch. Clamp a pair of vise grips on the metal tab. Grab the body of the connector and Pull and wiggle the tab end. It will pop out:

Ok. You just pry it out gently with a small flatblade screwdriver. It does have a small release on it.
If you are looking for common denominators between the fog lights and headlights....you are on the wrong side. The headlight control module and fog lights both receive a ground from G102(same ground connection on opposite side). Certainly nothing wrong with inspecting both.
G102 on mine, also has the fan grounds in it too. In my case, the stud it's attached to, came off the frame or rather, fell off when I went to tighten it. Nope, I did not gorilla-grip the thing either, it just let go.
