Go ahead and wash the outside of the radiator and condenser anyway. Mine looked clean, but after washing and blowing out with air, it dropped my temperatures 30-40 degs. I was ready to buy a new radiator and fans.
Verify if your fans are running when the HVAC is turned on. If not, look at the ground pack at the right forward frame rail immediately adjacent to the hood riser. If they are working, you'll probably need to wash out or blow out the debris in the vanes of the condensor by either fabricating or buying some sort of water/air wand, between the radiator and condensor.
1. You could get a 160 degree thermostat. Have you tested your current thermostat to make sure that it is opening, put it in a class of hot water to check.

What you're describing is not abnormal for an LSx motor in a C5 car. The fans are programmed to come on at 226/235 degrees if I remember correctly. They will come on sooner with the a/c on. They turn off at highway speeds. As long as there's no debris in the core and the temperatures drop back down, it's operating as engineered. If you're that concerned, have the fans programmed to come on sooner. Replacement of the thermostat might be considered, but I'd stick with the oem temperature if you intend to drive the car in colder temperatures.
I'm in AZ. I don't even watch my coolant temperatures anymore. The DIC is set to the oil temperature only. Mine has reached 254 degrees climbing from 5,200 ft to over 7,000 ft altitudes, in heavy traffic on two lane winding mountain roads. As soon as I'm able to get into a higher gear and away from traffic, it drops down to normal. It doesn't concern me as long as it fluctuates normally.

And apparently the immediate previous poster MISSED point #5 that the original poster said his fans were kicking on when the immediate previous poster suggested to check fuses and relays... In hind sight, I was only replying to the symptoms prior to the a/c being turned on.

Let's come up with more ideas for him...
How about incorrect belt tension or a/c clutch causing drag?
