Magnesteer?

Today it is in the twenties and I ran an errand. I came out after the car had sat two hours and when I backed out of a slightly downhill parking spot, I felt a shudder in the front when I turned to back out. It felt like the tire was hitting the frame! The wheel was only turned slightly so it was not hitting. ps, The front tires are original so they are the correct size.
I then stopped by a store and when I came out and backed out of the parking spot I got the same shudder. I drove home and in the garage, turned the wheel full left and then right and was able to get a shudder although not as bad as the first time. The car has always been harder to steer than normal but the shudder is a new malady!
Too cold to fool with it now, but looking for idea's. The car has less than 17K miles on it.

Jacked it up today and checked all around the steering rack. I had convinced myself that the car did not have Magnesteer as I could not locate a wire running to the steering rack. I finally found it and recorded 2.7 ohms across the vss. The manual says 1.8 to 3.2. As it stands now, I suspect the ECBM.
This is my fourth C5 and the only one that steers hard!

Try and turn the steering wheel at different speeds. SLOW and FAST.. and see if that makes a difference.

They put the Tech II on it and found nothing wrong. I then had them pressure test the pump and it passed with flying colors. The tech mentioned that the belt was starting to fray so I had it replaced. At the same time, they changed the fluid in the system and put in the latest GM "cold weather" fluid. After this work was done it still steered harder than normal, no change!
This week the temp's dropped into the teens and then the shudder showed up. It is very noticeable when turning the wheel pulling out of a parking space. I called the Dealer today and He wants me to bring the car back. We will see?
