How do I calculate restrictor sizes ?

Come on someone must know the physics behind this :yesnod:
In most racing series they use a restrictor at a given diameter to limit the power output. They must have used some kind of formula to calculate the diameter !
As an example: The Vipers in the European GT series uses two 34.1mm restrictors to limit the power to 600hp, without they produce 800hp.
The Street Corvette has only one airintake/throttlebody. Could it be as simple as if I would use one 34.1mm restrictor I would get 300hp ?
Using the above example using a 55.2mm restrictor would give me a maximum of 485hp but it can't be this simple or ....
