It conects the Vararam intake to the headers. If this is part of the emmision control system I can take it off and be legal in Street Prepared class for SCCA Autocross.

Would i just block off the hole in the intake and exhaust?

Air pump. Heats up your cats faster to improve emissions. yes block off at the manifold and intake. If your state has visual inspection for smog you might have issues.

No cats, not driven on the street, besides the only thing Wy has are brand inspectors, they care more about cows and horses than vehicles

You can remove the Air pump but you will get annoying codes and check engine lights if you don't have your tuner turn OFF all the AIR related codes
