It appears to be the AC Compressor Belt Tensioner.
The small spring-loaded pulleys are "tensioner" pulleys and the small fixed pulleys are "idler" pulleys. There are two of each on the car.
Tha GM part number for that item is 12560345. Not sure where you got that other "part number" but it's not a GM number. All GM part numbers are 8 digits and consist of numbers only (no letters, etc).
Call Gene Culley @ GMpartshouse, he has good pricing on GM items, or if you want it faster (do NOT go to the $$$dealer$$$) your local AP store has them as well. Dayco makes it under their part number 89339 and AC Delco offers it under their number 38196 and Gates sells it under their part number 38196 (probably made for them by AC Delco). The Dayco unit is perfectly fine and sells for $40.99 on RockAuto.com. You can probably find elsewhere as well, Amazon, etc.
Note: you can buy and replace just the pulley part and not the entire tensioner assembly. The correct Gates part number is 36220 and is $17.53 on Amazon. You will have to re-use your bolt and dust shield, but make sure your dust shield is not contacting the pulley and spins freely after installation.

Well, I replaced that tensioner pulley (Dayco #89339) and it didn't fix my squeak. I have new Gatorback belts showing up tomorrow and I will see what is going on after I replace them. It is a constant chirp, chirp, chirp, that doesn't seem to increase as I rev the engine. If I spray lube right at that pulley it goes away...it must be getting to the real problem from there.

The Gatorbacks are a good choice, but also don't forget to wire brush as much of the grooved pulleys as you can. Serious. Don't assume that just because they "look" clean, they are. Sand and grit gets stuck or "compacted" into the grooves over time and causes the belt(s) to ride higher in the grooves than normal, contributing to more rapid belt wear and squeal since it's no longer gripping as tightly as it would otherwise, and not riding well into the grooves as it should. This applies to both the metal and the plastic grooves. Wire brush as much as you can. Even GM recommends this in the FSM.

I hadn't heard of that before.... Thank you for the great tip. I am going to clean everything tomorrow before I put those new belts on.
Your main belt may be the one squeaking. When you spray the small pulley you may be getting some on the large belt and the squeak will go away for a minute. Clean the pulleys and replace both belts with quality belts.
Ok, cleaned off the pulleys the best I could reach and installed the new Gatorback belts.....holy crap those things are tight....BUT the squeak is gone!!
Had someone ask for a breakdown on how to replace the pulley(s) and belt(s), so here is what I did and what I replaced.
The part number for the A/C Tensioner Pulley is (Dayco #89339). I purchased it from rockauto.com for $46 including shipping.
The two replacement belts are:
1-"Goodyear 4040420 Gatorback A/C" $7.47
2-"Goodyear 4060798 Gatorback Main Serp Belt" $20.52
Purchased them from Amazon.com
All you need is a 15mm socket and you are ready to kill that squeak! There are two tensioner pulleys, one for the main belt and one for the a/c belt...there are also two idler pulleys. Just remove the belt, remove the bolt(s) for the tensioner/idler you are replacing, replace the new tensioner/idler by reusing the original bolt(s), put on your new belt and ta-da! Done!
did dayco give you the new idler pulley shield too? i just had the same problem. replaced the idler pulley with the new thick shield from gm parts i think it was about 70 shipped, cleaned out all the ribbed pulleys, and put the shorter gatorback for the 99 C5 on, and its silent in there. before this i had birds chirping under there all the time.

You guys are awesome! Good info here with details and part numbers, and where to order...NOW, that's real info! . I'm about to change my main idler pulley, main tensioner and also AC idler pulley and AC tensioner, and both belts to Gatorbacks... (I already had the main belt jump off on me once. I put it back on, but am afraid now...so I'll just do all of 'em pulleys, except the crank pulley, which is not needed right now I think and is too much work)
Only questions is how the heck do you get your hands in there to remove all this and put it back... There isn't any space...maybe 3-4 inches, if that...

For the A/C tensioner pulley, I actually just jacked up the passenger side of the vette a little bit from the front right jack point and got to the pulley from underneath. Using a 15mm socket (vs a box wrench) made it easier to get the belt back on as the belt would rest on the socket while you were fighting with the gatorback belt to get it back over the tensioner pulley. I am sure I will get around to doing the other pulleys later on....today is spark plug replacement day!
