Yes there is. You can either use the specified tool in the service manual, or measure the best you can. I've read where some have left the bolts in the cover loose, carefully pressed on the balancer(so it centers the cover), and tighten the cover bolts....can't attest to the success on this.

I thought mine was aligned perfect, borrowed the gm tool from a tech, the cover was off slightly, probably enough to make the seal leak or wear bad. Get the tool if you can
Do an internet search for Kent-Moore J-41476. You'll see it listed for $300-$500 at various tool sources, but it can be had for less on eBay.
labor for a total head and cam swap and tune averages 2K. Just seems stupid to pay 1/4 of that for a tool to use once. No wonder people just leave the cover loose and then press the balancer on.
Find an OLD damper and HONE out the damper snout so it slides snug over the crank snout. Easy and accurate centering tool. You can even cut off the damper ring and just use the snout part so it stores easier.

good idea. do you mean just hone out the inside diameter like with a cylinder hone so it slides over the crank without binding?
YEP! The hub is a VERY VERY TIGHT interferance fit. Hone out the inner dia with a brake hone until it fits with a nice snug fit that you can install & remove by hand.
