Any welder can weld Ti.. The special technique is to provide the required shield gas over the weld.
To weld that pipe, you would have to purge and fill the pipe with ARGON and use a special oversize shield cup on the welding torch to keep the ARGON shield gas over the weld.

Yea at first I thought it was stainless because my factory exhaust did not really have any rust even with over 100k on it. It had some at the weld points and on the 3 in section of it but other than that there was none.
