Thanks to everyone that responded. It turned out to be burned contacts in the ignition switch. I took the dash off, pulled the switch, and cleaned the contacts. Car starts and runs like a champ now. Thanks so much! I've saved over $2k because of you guys and the fixes posted here... I can't thank you enough. I was so close to having the car towed to the stealership...

I had this same issue the other day. I was getting 14.7 at the alt but only 9.6 at the battery. Turned out to be connection at the starter solenoid where the positive battery cable and the two fusible links bolt to the soleniod. It was a little loose and caused a bad connection. When I pulled the starter I could see the connections had gotten hot. I cleaned them and tighten everything down and its been working perfectly.
