I've heard about this before but never had the problem, but '99s have issues with the "blender" door

First thing is to check for codes on the DIC. If there is a problem it should have a code in the HVAC area. You also might try a couple of things to reset the actuators (search- there is a fuse in the passenger footwell to pull, or disconnect the battery ). There is a lot of information on this on the forum. Do a search. If I had the info I would post it for you, but I am sure someone else will. Must not be very good dealers if they didn't know how to address this issue.

You likely have a bad blend door actuator on the drivers side. You can change it out from under the dash, it is a pain but doable. Like mentioned check the codes and do a reset first.
BTW - A/C light should be on in defrost mode.

YES!! AC will be ON in the defrost mode. To prevent it from defaulting into the defrost mode, you need to program MEM-1 and or MEM-2 to a mode other than deforost.

Read your DTCs. IF,, you have any HVAC codes,, clear them and see if any return. Resetting the DTCs (if there are any) will usually cause a reset. You may need to reset the DTCs 5-6 times before the issue goes away.

If you program MEM1-2 and if the memory reverts back to default (defrost) you are having a 12vdc battery or power issue
