I have a loud electric motor/pump sound coming from the drivers side engine compartment. I'm pretty sure it is NOT the AIR pump as that seems further up front than where this sound is coming from. I'm pretty sure it's an electrically powered motor/pump of sorts as it kicks on without the engine running as soon as I turn the key to the first position. Error codes seem to be unrelated, but I'll post them if requested.
From your video, the "placement" of the camera and the relative noise level, it seems like it could be your alternator.
What does the noise do when you rev the engine?

You posted a video with the car running. You said it did it when the key was in the ON position and the car was not running (if I understood your post). Post a video of the sound without the car running.
The noise I heard when the car was running sounded like an alternator with bad bearings.
Figured it out, turned out to be the wiper fluid motor was stuck on. If I had fluid in the reservoir, the issue would have been a bit more obvious. It shut off when I pressed the button to dispense wiper fluid.
