Just a little update since I had some time to look at the car today. The fuel pump is still not priming on it's own. With the jumper and pump priming, it still won't start. There's fuel pressure(fuel shooting out the schrader valve) and there's spark, but no dice.
The ground wire at the engine block is tight like a mother. All grounds are nice and clean, no corrosion at all(CA car). We even added about 3-4 gallons of gas today thinking maybe the right tank is not pumping fuel over.
It's definitely something electrical that's for sure.
You have a corrupted serial data line OR your BCM is wet and or corroded.
Until you figure out whats going on with the serial data communications,, IT DONE, Stick a fork in it. Start with a BCM check. Is the rug or underlayment damp or wet?
Open the silver box and examine the circuit board. Is it corroded??
If you pop off the four wire serial data STAR BUS cap, does the issue go away?

The rug is dry around the BCM area. The issue does not go away with the STAR BUS cap removed.
I opened up the BCM and noticed some residue. It's dried to the touch and wiped away like white powder.
I wiped it down, plugged it back in and we're getting the same results. "NO COMM" on all modules and the pump is still not priming on its own.
I don't know much about circuit boards, but is the white residue a tell tale sign of something bad.
Your BCM has been wetted (probably more than one time) and that residue is minerals from the water when it evaporated. The WHITE DEPOSITS can and will cause issues. Use a soft nylon brush and some alcohol and rid the board and components of the residue. Blow the board down with air. Make sure that the deposits are removed from under ALL the components!!
The BCM has numerous B+ and Hot in run and start fuses. Check each one. Pull the fuse, inspect for corrosion and continuity and proper fuse holder grip on the fuse lugs.
Just bought a 2000 one week ago and having similar issues. Get in turn key and no fuel pump prime. Turn off and back on then pump comes on fuel pressure gage reads 65psi and all is good for a couple of days then fuel pump quits while driving down the road. Tow it home put key in and pump comes on fires right up. Scared to drive it now. I checked ground connectors found no corrosion. Ordered service manuals yesterday. Have'nt checked codes yet will do that tonight.
Thanks Bill nice write up. I just rebuilt steering column on a 97 F350. Not looking forward to disassembling corvette dash but sure seems like the culprit. Ordered service manuals but have not received yet.
