Yes the computer pulls fuel and timing in combination with the brakes, as mentioned, to reduce torque and get traction back.
There is certainly a sustained "reduced power" period after you lose traction. In my car its usually about 1 full second after losing traction that it cuts engine power.

you have a lot of playing to catch up on. at 60 downshift from 6th to 2nd and punch it.
When AH or TC intervenes, you get to steer only. Anything your right foot does relative to the gas pedal or brake pedal is essentially ignored.
The computer controls fuel, timing and the brakes during the intervention and your just along for the ride.

When I first bought mine I discovered quickly, albeit accidentally, that it is possible to smoke the tires at 55 mph in 5th gear.
