Air induction usually first mod. Factory set up is bunk! Donaldson Blackwing or Vortex good breathers. Check the mall, you can usually get a pretty good deal if you look around. :reddevil
The first thing you should start off with is a plan. If you do an intake or heads and then decide to do a supercharger later, you've wasted your money on the intake and maybe the heads if the CR is too high. Plan for the end result you want and work in stages towards that goal.

Thats good advice....nothings worse than realizing that the money you spent on a mod was wasted :mad
A cold-air intake is usually the place to start unless you know you will be going forced induction. Then headers, and H/X pipe if you are so inclined. Since you have a `97 you could throw on a Z06 intake manifold as well. After that it depends on how much power you want and how much you want to spend. There are lots of little things you can do (ported MAF, air bridge, smooth coupler, catback, etc...) but they aren't going to net you much. Once you get the intake/exhaust opened up, a more agressive cam and tuning can get you up to the 380-400rwhp range. Throw in some better flowing heads and you should be at ~430rwhp. If you want much more than that, you'll be looking at displacement increases, "assisted aspiration", or a combination of both.
