Default mini relay problems

So i just bought my first Corvette. It's a red 99 frc. It is throwing a p0443 code and while i was looking under the hood i saw this

I took the blue wire off and the DIC started saying "reduced engine power" and "service soon". I just dont know where to start looking to get this fixed. Has anyone seen or heard of this before? How do i fix it?

Look in the relay box lid and see what relay that is.

Yep ,,, Relay 42 is an important one and it looks like the ground wire for the circuit is open and being jumpered by the blue wire to battery ground. Use an ohm meter and check for conuinty

Its used for many circuits!!

So after going thur some of the wiring i found this next to the starter

The little black wire is just hangin there. Is it supposed to be hooked up to ground g106, the one above the starter?
