I have a 2002 C5 have owned since new. It has developed an irritating electronic whining sound you notice when you first get in. The dealer can't figure it out, but thinks it may come from the same box that makes the entry chimes. Anyone had a similar issue?

That "BOX" would be called the "Instrument Panel Console" (IPC)
Inside the IPC is a mother board. On the mother board is a very small IC Chip that controls all the bells and whistles (so to speak) and that connects to a speaker. The circuits around the chip control power and logic and the chip is also the AMP for the speaker. .
What you are most likely hearing is that circuit starting to go bad. Most likely the AMP is going bad and sensing out garbage.
Trust me... It can get WORSE! I know of some who have clipped the speaker wires to get rid of the insanity.
Here are two gage cluster post... It will allow you to see the speaker and the mother board.

That is interesting. I wonder if it is something to do with the seat motor/s. If you crouch down next to the open car door and operate the seat motors (or the bolster inflators) - does it sound like that?
