One of our C5 guru's Mr Bill Curlee...just answered this question a few threads ago...
YES you can clean it on the engine... just push the throttle plate open and clean with a tooth brush, using the proper cleaner.. TB Cleaner...
he suggest taking a light and shining in the cavity to observe all the crap... oil ... residue I probably wouldn't want to see that... so I'd just clean and leave well enough alone... he also said the throttle plate won't return to it's normally closed position but not to worry that NOT normal in this case is normal... good luck

if you really want it to make a difference, I would also pull the intake manifold and clean it out. there is 100x more grime in there than on the TB. It will also give you access to the intake ports on the head which also get extremely disgusting.
Wow, guys....so the MAF sensor and throttle body was probably the most involved thing I've done on a car, you think I can do the intake with the info here?
