There is a LOT more to the starter circuit than just the starter. You must be willing to troubleshoot to get to the source of the issue. Attached is a SCHEMATIC that you will need to isolate the problem.
Do you have an Automatic or Manual transmission C5 and what year is the car??
The THEFT DETERRENT RELAY (TDR) is the dividing line between the LOW Voltage LOW Current side if the circuit (control side) and the LOW Voltage HIGH Current side that actually controls the starter.
You MUST see if you have control of the relay to allow it to energize and supply high current 12 VDC to the starter solenoid.
I recommend getting a meter and taking some basic reading VOLTAGE & OHMS readings to see what is missing when you attempt to crank the engine. Check the fuses and voltages that are suppose to be present.
