Default Codes P0140 and P0160

My 99 runs like crap, stutters, backfires, etc. Seems to run okay when cold though Since I just purchased this car 3 weeks ago, I finally pulled the codes (previous owner said it had no codes and I trusted him, my mistake). Well I got P0140C O2 sensor circuit no activity detected (bank 1, sensor 2) and I got P0160C O2 sensor circuit no activity detected (bank 2, sensor 2). It got me thinking, how could two sensors go bad at the same time? Then the light bulb came on in my head, this 99 has long tube headers w/o cats.
My questions are these, if my car has the rear O2 sensors, where on the exhaust are they? Are they right after the test pipes or are they further down the line? I did a little research on the forum (yes, I can use the search button ) and it seems a tuner can shut off the rear O2 sensors. Is this correct?
Any insight will be appreciated. Thanks
