If the needle sweeps at key on, the IPC is most likely good. The SPEED Signal comes from the differential Speed Sensor on top of the Diff. I would start there.
Make sure that its properly connected and see if the plug/connector is in good shape.

Another way to test if the VSS is working is to take the car out and see if the cruise control works. If so, it will tell you the speed it set the cruise control at on the DIC. If that does not work, then VSS is a possible problem. Also, if your car has RTD (real time dampening) and you are not throwing any RTD codes, VSS is probably working.
