common issue is a stripped gear.couple of the teeth will get stripped off causing a "dead spot"
try having someone work the switch inside the car and see if you can manually help the headlight come up.
youtube has a few videos on how to replace the gear.
Easy fix...first purchase a brass gear or two for other headlight. Now time to get acquainted with your Corvette. Can fix it sitting on a chair. Lots of info. on how to replace gear on Google. Good luck and don't stress it is not as bad as it looks. Good luck, Rob

I have tried having someone turn on headlights And helping the headlight to try and open. It is rock solid won’t budge. Don’t think it is gear? Any ideas?
You can try checking the condition of or replacing fuse #3 in the engine compartment fuse box. It might have a poor connection or even corrosion on the fuse blades.
You can also use the manual raise **** to start to raise it a little and then see if the headlight switch will operate it. Turn counter clockwise to open. Post back the results if that causes it to raise.
If that is not the cause then likely it is the headlight control module that is bad. The module is a common problem point for the C5 headlights. It often cracks open allowing moisture and the following oxidation to cause problems. HCM is located below the passenger side head light and looks like this:
I tried the headlights this morning after the parade we had last night and the right line still wouldn’t open. I used a hair dryer and dried that side of the headlight and hopefully control module. And the headlight work properly. I remove the headlight control module, was surprised it took 10 mm socket for the night, open the module rinsed it out with CRCcutie electronic cleaner. I resealed the module with clear silicone and it seems to be working OK? Time will tell. Thank you for all your help.
