You adjust the length of ONE link so the bar is in proper orientation, with respect to being parallel to the ground, then adjust the length of the other link so it installs freely, so there's no preload on the bar.....

I'm not sure what you mean by "proper orientation". What part of the bar are you referring to as being parallel to the ground?
Get rid of them....Had them on my 2k TA, 2010 SS, 2011 SS and my 2k C5. After certain amount of miles....rattle...rattle....rattle. From first gen adjustable links to latest revisions all rattle.
My problem is accessing the links with the wheels on. Am I missing something?
Not really....the car is low, to begin with, and the links are at the outboard ends of the sway bar, in close proximity to the wheels/tires. I would say that the car should be on ramps, at the minimum, when doing this job.
