Hey guys here we go again, headlight stays up after turning it off. Drivers side it actually cycles down with pass side and then pops back up and stays there light off. What do you think guys? 2004 commemorative zo6 13k miles

Hey GCG I took apart the drivers side headlight side and top cover, it appears ok, I don't see anything out of place. The white bump stops I see 2 look like ok.

Yes, there are 4 rubber bump stops per headlight (see pictures below). Check them carefully because, even though they might look fine to the naked eye from a distance, they could be damaged or scored too deep where the limiting contact is made. If you need replacements you can order them from here.
In addition to that, the TSB I mentioned before was released by GM to address the very same symptoms you described. It calls for shimming the driver's side headlight motor to solve this problem.
