My PCV hose tore yesterday. I need to replace it and have been thinking of getting a catch can. Would a catch can replace the valve and hose shown above?

The catch can will NOT replace the PCV Valve! You will need to connect the can to the valve and then the other fitting on the can will connect to the valve valley.
