intermittent B2860 code

I am getting an intermittent SCM B2860 Telescoping Column Position Sensor Failure . When it occurs telescoping switch will not move the steering wheel. Most of the time it works fine, but when it fails with steering wheel fully retracted it's aggravating. Right now I have it set where I like it and have turned of "Easy of Entry" option. Any guidance on how to troubleshoot this will be very much appreciated.
To begin with, where is the SCM located.
