That's a 2 wire sensor. With a multimeter you should see 5V across the wires with the sensor out and it should throw something like an open/high code or something similar. That will verify the wiring - especially if you wiggle it and verify the sockets are not spread.
You can research and find resistance values for the sensor at different temps.
Just as Mr. Ed had mentioned it is a simple 2 wire thermistor... 5 volt reference and signal ground..,don’t know if you are experiencing any driveability issues but for now if you have a voltmeter and a heat gun or blow dryer it’s fairly easy to check the sensor..,this video should help and I believe this is a 99’s IAT !!
I took it to my local garage i use all the time. They tested the IAT and came to realize I needed a new one and one of the wires was broken. So I got a new IAT sensor and they had to wire in a new pigtail. came to $280 labor and parts. It drives much better now. Price seemed a little high but I would not be able to do this work so it was worth it IMO.

Odd that there would be two failures - sure they didn't throw a sensor in, then see it still didn't work and found the wire?
