Best way to do that is to remove that fender. The frame must be neutralized, wire brushed, cleaned, etched and painted. If you fail to preserve the entire frame in that area, you will have a MESS later down the road. seen the frame rot out on a couple of cars.
Make sure that you examine the NYLON VACUUM LINES that are in that fender well and inside the main harness. The acid seriously deteriorates it and you will loose vacuum to the HVAC vacuum controlled vents. Air will come out of multiple vents vise the ones that you want.

Bill, much appreciated!
Not sure if this is acid or salt.... the car came from Vermont and i know they have heavy snow up there.
The battery location doesn't show any hard acid residue.... mostly around the pcm and bcm
i purchases some wire brush and CRC battery cleaner will get to work soon and send some updates. see the pics below as it currently stands. If you have any other recommendations please share.

Looks like that PCM was salt corroded. The little black box isn't the BCM. Its the Throttle Actuation Control (TAC) module. The BCM is in the passengers foot well behind the toe board next to the fuse box.
