Tried to test my key to get the voltage (ohms) in order to get my VAT code so I could order a new key for my 2001 z06 but the voltage was zero. What does this mean?
We did. I actually have a multimeter that measures in a variety of areas so I literally checked it in every setting. And nothing. Not in OHMS, voltage, etc.

There's some confusion here. It is resistance what needs to be determined NOTvoltage. Resistance is expressed in ohms while voltage is in volts.
As you found out, the key's pellet voltage is zero because it is just a resistor, not a battery.

Does the key you're trying to read work? If it does, its pellet should be fine and it should be possible to read it.
Make sure your multimeter is set to resistance, and if it's not auto-range put an appropiate scale. Touch together the multimeter's leads and check if the meter change its reading from infinity to zero ohm. If yes, proceed to read the pellet.
