Unless it's a Canada car, which I believe does not allow you to turn it off. You'd need some sort of programmer tool to do so - Tech2 or similar.
Check to see if your car has RPO Z49. If it doesn't, just follow gimp's instructions above.Otherwise, you would need a Tech II to delete RPO Z49 from the BCM in order to eliminate this mandatory feature in Canadian cars, as gimp already mentioned.
If you don't have access to a Tech II, it can also be permanently bypassed by unplugging the Twilight Sentinel light sensor and connecting in its place a 4.7k ohms resistor.
